The Bold Vision Behind PAIIM 2026-2033

The Philippine government has taken its most decisive step yet toward becoming a regional technology leader. On September 8, 2026, the Department of Information and Communications Technology (DICT) formally launched the final draft of the Philippines AI+ Infrastructure Masterplan (PAIIM) 2026-2033, a USD34.4-billion roadmap designed to position the country as a major hub for artificial intelligence infrastructure in Southeast Asia. The masterplan, developed in collaboration with the Asian Development Bank, was approved by President Ferdinand Marcos Jr. and lays out a comprehensive strategy spanning connectivity, computing capacity, sustainable energy, workforce development, and policy regulation.

From Consumer to Creator: A Paradigm Shift

DICT’s National ICT Planning, Policy and Standards Bureau Officer-in-Charge Director Gemma Baysic emphasized that the Philippines aims to be more than just a consumer of AI technology. “The goal is to build, host, power, and support the AI ecosystem of the future,” she stated during the launch at the Crowne Plaza Manila Galleria in Quezon City. This represents a fundamental shift in the country’s approach to technological development—moving from passive adoption to active innovation and infrastructure creation.

Powering the Future: Data Centers and Energy Strategy

A Thirty-Fold Expansion in Computing Capacity

Under the masterplan, the country’s AI data center capacity is set to expand thirty-fold, from a baseline of 50 megawatts to 1.5 gigawatts by 2033. The first phase, covering 2026 to 2030, targets the deployment of roughly 400 megawatts of AI-optimized data center capacity, with a second phase from 2030 to 2033 adding approximately 1,100 megawatts. Department of Energy Undersecretary Maria Francesca Del Rosario noted that the country is expected to power around 152,000 graphics processing units for its planned AI industry, using this figure as a proxy for estimating computing capacity and power demand.

Balancing Energy Demands with Sustainability

The DOE has committed to producing this additional power without pulling electricity away from Filipino households. Immediate power needs will be met using natural gas plants, with a target of sourcing 40 percent of total power for AI infrastructure from renewable sources such as solar and geothermal by 2033. The department will also explore nuclear power as a long-term option under the Philippine National Nuclear Energy Safety Act.

Strategic Corridors and Investment Framework

Four Regional AI Corridors

The masterplan identifies four corridors where the country’s AI industry will be built: the Clark-Bataan corridor as the primary anchor, the Batangas-Aurora corridor as a strategic gateway, Subic and Calabarzon as supporting hubs, and Cebu, Iloilo, Davao, and Cagayan de Oro as future regional nodes. This decentralized approach ensures that AI development benefits extend beyond Metro Manila, fostering inclusive growth across the archipelago.

Public-Private Investment Breakdown

Of the total USD34.4 billion investment required, USD13.5 billion—or 39 percent—is expected to come from public sources, while USD21 billion, or 61 percent, is expected from private investors. The flagship project is a public-private AI compute and data hub estimated to cost USD14.65 billion, with public sources contributing approximately USD5.48 billion and private partners providing about USD9.17 billion.

Job Creation and Economic Impact

Half a Million AI-Related Jobs

By 2033, the masterplan projects the initiative will generate more than 500,000 AI-related jobs and an additional 175,000 positions from AI infrastructure projects. The government also expects AI adoption to raise national GDP by 10 to 12 percent through AI-driven productivity gains and new digital services.

Reskilling the Workforce

To support this growth, the masterplan includes reskilling programs targeting 1.3 million members of the country’s information technology and business process management workforce for AI-enabled services. The roadmap also proposes nationwide fiber and 5G upgrades, additional international internet gateways, high-performance computing access for students, and specialized visa programs for foreign AI professionals.

Addressing Infrastructure Constraints

The government’s ambitions, however, face significant energy and infrastructure constraints. The master plan warns that the country’s power system could approach its limits by 2027 unless additional capacity is built. Transmission bottlenecks, high power costs, limited access to enterprise-grade GPUs, and inadequate water-treatment systems in some industrial areas were also identified as risks. These challenges underscore the need for coordinated implementation across multiple government agencies, industry partners, academic institutions, and development partners.
